Flags are moved to half-staff on direct orders from either the President of the United States or the Governor of Illinois, except for in very rare cases where the Mayor may move Village flags half-staff. The flags at the Vital Services Building (police/fire/museum) and the Municipal Building (Mayor/Clerk/Treasurer/water) are moved from full-staff to half-staff and back by the East Alton Fire Department when notified of a flag honor ordered down by an official Gubernatorial or Presidential half-staff proclamation. Flag honors are handed down when a member of the armed forces, police forces, fire services (and other groups covered by the Illinois Flag Display Act) are killed in the line of duty. The President may order flags to be flown at half-staff to mark the death of other officials, former officials, or foreign dignitaries, or after tragic events. If you’re interested in being informed of any half-staff proclamations, you can sign up to receive free email alerts for the country and your state (or all states) by visiting https://flagsexpress.com/signup/

Leaf burning regulations are as follows: Residents can burn leaves on their property, but the Village requests residents not rake leaves onto the streets or burn them there. The Street Department also requests that residents not rake leaves into the gutters as it causes blockage in the storm drains when it rains.
Leaves can be burned from October 1 through March 31 from 8 AM-5 PM.
Bagged leaves and brush will be picked up on Mondays. Please remember this day could change based on manpower, weather, and scheduling. Leaves must be in “biodegradable bags” only. The bags are available at Ace Hardware, Wal-Mart, and other department stores.
Trash is never allowed to be burned.
